Cancellation & Refund Policy

The West Bengal Skill & Education Development Board (WBSEDB) follows a transparent and structured policy regarding cancellation of applications and refund of fees paid through online modes, including temporary QR code payments.
Application & Registration Fees
Fees paid towards online application forms, registration, enrollment, or processing charges are non-refundable, as these fees are utilized for administrative and verification purposes.
Refund requests may be considered only in exceptional circumstances, such as:
Duplicate payment made by the applicant
Amount debited but application not successfully submitted
Technical failure during online or QR-based payment resulting in unsuccessful service delivery
Valid payment proof and transaction details must be submitted for verification.
Online Admission Fees
Submission of an online admission form does not guarantee admission. Admission is confirmed only after eligibility verification and approval by the Board.
If an application is rejected due to ineligibility or incomplete/incorrect information provided by the applicant, no refund shall be issued.
If admission is cancelled by the applicant before confirmation, a partial refund may be considered after deducting administrative charges.
Once admission is confirmed, fees are generally non-refundable.
QR Code Payment Policy (Temporary Mode)
For convenience, WBSEDB may allow fee payment through officially issued QR codes for a temporary period.
Applicants must ensure that:
Payments are made only to official QR codes published on the Board’s website or communication channels
Correct amount and reference details are entered at the time of payment
The Board shall not be responsible for:
Payments made to incorrect or unauthorized QR codes
Errors caused by incorrect UPI IDs, remarks, or third-party agents
Delays caused by banking or UPI network issues
Refunds related to QR code payments will be processed only after manual verification of the transaction and may take additional processing time.
Course / Program Fees
For academic and skill development programs:
Before course commencement or batch allocation: Partial refund may be considered after deducting administrative charges.
After course commencement: No refund will be issued once classes, training sessions, or skill programs have started.
Skill programs involving materials or kits: Fees are non-refundable once materials or resources have been issued.
Examination Fees
All examination-related fees, including form submission, assessment, evaluation, and certification charges, are strictly non-refundable once the examination form is submitted and accepted.
Cancellation by the Board
If any program, examination, or service is cancelled by WBSEDB due to administrative, technical, or unforeseen reasons, eligible candidates may be offered:
A full refund, or
Adjustment of fees toward a future session or service
The mode of settlement will be communicated officially.
Refund Request Procedure
All refund requests must be submitted through official communication channels with the following details:
Applicant’s full name and registration number
Program / service applied for
Transaction ID / UPI reference number
Proof of payment (receipt or screenshot)
Reason for refund request
Approval of refunds is subject to verification and the final decision of the Board.
Important Notice
Submission of a refund request does not guarantee approval. All refunds, cancellations, and adjustments are governed by the policies and discretion of the West Bengal Skill & Education Development Board.
